This article begins with a systemic overview of the historicalbackground of literacy education in Turkey from the beginning of theTurkish Republic in the 1920s to the present day. The middle part of thediscussion focuses on the legal basis of adult literacy and basic education, theprograms that are in use, and the accountability and assessment systems.Finally, a qualitative study illustrates how these systems apply to the everydaypractices of adult literacy education in Turkey.
