This paper examines to what extent the distribution of votes and voting behavior of people with different employment status are affected by regional differences in corruption. Using data from the Russian Parliamentary (State Duma) Elections 1999 and 2003, I develop and estimate a SUR system of equations which takes into account specific features of the Russian electoral system. The paper distinguishes between hard and perceived measures of corruption and analyzes the effects of corruption on the voting shares of particular parties and on voters' participation in elections. Additionally, a series of Monte Carlo simulations are performed to analyze the effects of corruption on the distribution of votes. Minimize

ABSTRACT Plants, as sessile organisms, need to sense and adapt to heterogeneous environments and have developed sophisticated responses by changing their cellular physiology, gene regulation, and genome stability. Recent work demonstrated heritable stress effects on the control of genome stability in plants—a phenomenon that was suggested to be of epigenetic nature. Here, we show that temperature and UV-B stress cause immediate and heritable changes in the epigenetic control of a silent reporter gene in Arabidopsis. This stress-mediated release of gene silencing correlated with pronounced alterations in histone occupancy and in histone H3 acetylation but did not involve adjustments in DNA methylation. We observed transmission of stress effects on reporter gene silencing to non-stressed progeny, but this effect was restricted to areas consisting of a small number of cells and limited to a few non-stressed progeny generations. Furthermore, stress-induced release of gene silencing was antagonized and reset during seed aging. The transient nature of this phenomenon highlights the ability of plants to restrict stress-induced relaxation of epigenetic control mechanisms, which likely contributes to safeguarding genome integrity. This Licentiate thesis deals with Hardy-type inequalities restricted to cones of monotone functions. The thesis consists of two papers (paper A and paper B) and an introduction which gives an overview to this specific field of functional analysis and also serves to put the papers into a more general frame. We deal with positive $\sigma $-finite Borel measures on ${\mathbb R}_{+}:=[0,\infty)$ and the class $\mathfrak{M}\downarrow $ ($\mathfrak{M}\uparrow $) consisting of all non-increasing (non-decreasing) Borel functions $f\colon{\mathbb R}_{+}\rightarrow[0,+\infty ]$. In paper A some two-sided inequalities for Hardy operators on the cones of monotone functions are proved. The idea to study such equivalences follows from the Hardy inequality $$ \left( \int_{[0,\infty)}f^pd\lambda\right)^{\frac{1}{p}}\le \left( \int_{[0,\infty)} \left( \frac{1}{\Lambda(x)} \int_{[0,x]} f(t)d\lambda(t)\right)^p d\lambda(x)\right)^{\frac{1}{p}} $$ $$ \leq \frac{p}{p-1}\left( \int_{[0,\infty)}f^pd\lambda\right)^{\frac{1}{p}} ; $$ which holds for any $f\in \mathfrak{M}\downarrow$ and $1 In the paper similar equivalences are found for some other Hardy-type operators for the full range of parameter $p,\ ; p\neq 0.$ As an application of one of the results ; we also obtain a new characterization of the discrete inequality for one of the most interesting cases of parameters ; namely when $0<q The equivalences we have proved in paper A are used in paper B to obtain necessary and sufficient conditions for some other Hardy-type inequalities on cones of monotone functions. In particular ; we give a complete description for inequalities with Volterra integral operators involving Oinarov's kernel for the parameters $0 $$ \left(\int_{[0,\infty)}{\left(\int_{[x,\infty)}f d\lambda\right)}^q d\lambda(x)\right)^\frac{1}{q} \leq C \left(\int_{[0,\infty)}f^p d\mu\right)^\frac{1}{p},\,\,\,f \in \mathfrak{M}\downarrow,\ ; f\not\equiv 0 $$ and $$ \left(\int_{[0,\infty]}\left(\int_{[0,x]}fd\lambda\right)^qd\lambda(x)\right)^\frac{1}{q} \leq C\left(\int_{[0,\infty)}f^pd\mu\right)^\frac{1}{p},\,\,\,f \in \mathfrak{M}\uparrow,\ ; f\not\equiv 0 $$ and find necessary and sufficient conditions not only for positive ; but also for negative parameters of summation. This PhD thesis deals with weighted Hardy-type inequalities restricted to cones of monotone functions and quasi-monotone functions. The thesis consists of four papers (papers A ; B ; C and D) and an introduction ; which gives an overview of this specific field of functional analysis and also serves to put these papers into a more general frame. The papers A and B are devoted to characterizing some weighted Hardy-type inequalities on the cones of monotone functions ; while in the papers C and D we solve the similar problems for the cones of quasi-concave and $\psi-$quasi-concave functions. In paper A some two-sided inequalities for Hardy operators on the cones of monotone functions are proved for the full range of parameter $1 The equivalences we proved in paper A are used in paper B to obtain necessary and sufficient conditions for some other Hardy-type inequalities on the cones of monotone functions. In particular ; we give a complete description for inequalities with Volterra integral operators involving Oinarov's kernel for parameters $0 Paper C is motivated by the well-known characterization problem of the boundedness of the classical Hardy-Littlewood maximal operator in weighted Lorentz $\Gamma-$spaces. Here we introduce the classes of quasi-concave and $\psi-$quasi-concave functions and derive criteria for some Hardy-type inequalities to hold on the cone of $\psi-$quasi-concave functions for the range of parameters $0 In paper D we extend the method of characterization we have used in paper C for the cone of quasi-concave functions to a cone of $\psi-$quasi-concave functions to obtain yet another characterization for one of the inequalities to hold on this cone. As an application we obtain some new results concerning mapping properties of the Hilbert transform and Riesz potentials in weighted Lorentz spaces. Minimize
